Elisha Kukua is a strategic internal audit professional and a dedicated consultant with over 15 years of experience. He specializes in public sector financial management, governance, internal controls, risk management, and donor-funded project oversight.

Elisha has a proven track record of leading audits that have significantly enhanced operational efficiency and ensured compliance with national and international frameworks. His expertise includes providing assurance and advisory services to various government ministries and international development organizations, such as the Green Climate Fund.

Committed to transparency, accountability, and continuous improvement in public service , Elisha is also skilled in developing audit tools, managing fixed asset reforms, and facilitating high-level workshops.


Professional Background and Experience

Elisha’s career journey reflects her deep commitment to public sector reform and excellence in financial oversight.

  • Chief Internal Auditor: Currently, he serves as the Chief Internal Auditor at the Public Sector Reform Secretariat—Office of the President, Ghana. In this role, he coordinates audit committee activities, supports risk mitigation strategies, and delivers professional audit services to ensure value for money.
  • Principal Internal Auditor: Before his current role, he was a Principal Internal Auditor at the same office.
  • Head, Internal Audit Unit: From July 2017 to September 2023, he directed the internal audit functions at the Department of Social Welfare, where he oversaw risk assessments and internal reviews of financial operations to improve organizational performance.
  • Green Climate Fund: Elisha also gained international experience as an Internal Audit Intern at the Green Climate Fund in South Korea, where he supported audit reviews and led risk workshops.
  • Ministry of Food and Agriculture: He conducted value-for-money audits and compliance checks as an Internal Auditor at the Ministry of Food and Agriculture.

His notable projects include co-developing MoFA audit checklists and asset management processes for a Fixed Assets Management Reform initiative. He is also currently participating in a technical committee reviewing Ghana’s 5-year (2025-2029) National Public Sector Reform Strategy.


Education & Affiliations

Elisha holds multiple academic qualifications that underpin his professional expertise. He earned an MA in International Studies (Development & Cooperation – Finance & Tax Policy) from Korea University in Seoul, South Korea. He also has an MA in Business Planning & Microfinance Management from the University for Development Studies, Tamale. His foundational degree is a B.Ed. in Social Sciences (Accounting & Economics) from the University of Cape Coast, Ghana.

He is a member of the Institute of Internal Auditors (IIA) both in Ghana and globally.


Business Development & Collaborations

Beyond his public sector work, Elisha is dedicated to fostering business growth in Ghana. He serves as the Country Trustee for Ghana at The Bridge International (TBI), an organization based in Korea. In this capacity, he supports Ghanaian SMEs in collaborating with South Korean counterparts to facilitate technology exchanges and secure resources like crowdfunding to enhance business growth.
